Regional Planning Association Middle Upper Rhine

We are in charge of planning and steering spatial development for more than one million people living in the city districts of Baden-Baden and Karlsruhe, as well as the districts of Karlsruhe and Rastatt in Baden-Wuerttemberg.

2137 km2 with 57 municipalities

The Middle Upper Rhine region is one of the most populous of the twelve planning regions in Baden-Wuerttemberg, as well as one of its strongest economic powers. Stretching roughly 80 kilometers, the River Rhine forms the western border and backbone of the region. To the east, the flat Rhine Plain characterizes the landscape, before transitioning into the rolling hills of Kraichgau in the north. The southern half of the region includes parts of the Black Forest with mountains rising to over 1,000 meters (Ochsenkopf Mountain, 1,055 m).  The settled areas are concentrated primarily in the Rhine Rift Valley and the valleys of its tributaries.

The regional plan

Our main product is the regional plan, the master plan for regional development of the Baden-Wuerttemberg part of the Karlsruhe TechnologyRegion. For a period of approximately 15 years, it defines the development areas for settlements, transportation or raw material exploitation.  At the same time, the plan also protects essential free spaces.  The current regional plan is from 2003.

 

 

The Association

The controlling committee is the Association Council, the “regional parliament”, so to speak. Its members (currently 80) are democratically legitimated. They make the most important decisions and pass the regional plan. Many projects can be discussed and decided by the planning committee.  The association administration in HAUS DER REGION produces the planning documents, manages procedures and implements the directives passed.

 

Partners

First and foremost partners are the 57 municipalities in the region. We are also involved in regional and interregional cooperation projects, interest groups and alliances, including Karlsruhe TechnologyRegion and the Baden-Alsace-Palatinate Tourism Association. We are a founding member of EURODISTRICTS REGIO PAMINA, members of the INTERREG committees and involved in developing the Upper Rhine Tri-national Metropolitan Region. And that is where we intersect with the Initiative Group of Metropolitan Border Regions and the European alliance for territorial cooperation “Interregional Alliance for the Rhine-Alpine-Corridor EVTZ”.

 

The projects

Project work is part of the Regional Association's everyday work.  In addition to the project management as part of its business role for the Karlsruhe TechnologyRegion and the Baden-Alsace-Palatinate Tourism Association, the association is involved in national and international research projects, initiatives, reports and competitions.
